NAHU Washington Update – Marcy Buckner
During this course, participants will learn about recent legislative and regulatory actions affecting health policy. The course will examine what actions have been taken so far, what the political and philosophical barriers have been, what actions we can expect in the near-term and later, what prompted the need for changes to be made, how the changes are being made and the role that NAHU is having in this process, and what NAHU members, the overall agent/broker community, and employers play in this process.

The Changing Healthcare Consumer – Panel Discussion
This session features a discussion with local professionals offering varying perspectives on how today’s healthcare consumers are wanting to access, use, and pay for health services. What role does telemedicine play? What factors do employers consider when looking at onsite or near-site clinics? What are primary care physicians doing to adapt and integrate new technology for improved patient experience? What is concierge medicine and how does this model benefit patients and employers? Hear answers to these questions and more from this interactive panel.

Eric Barker, RPH, True Rx

A 1999 graduate of the University of Toledo College of Pharmacy, Eric brings an extensive clinical pharmacy background to True Rx. He is a l Read More icensed pharmacist in both Ohio and Indiana. In the past, he was Board Certified in Psychiatric Pharmacy and a Certified Geriatric Pharmacist, one of only two pharmacists in Indiana to hold that dual designation at the time. For over 10 years, Eric held management positions in both hospital and long term care pharmacy settings. In his current role with a pharmacy benefits management provider, Eric is responsible for clinical programming, corporate wellness, and business development.

Marcy M. Buckner, VP of Government Affairs, National Association of Health Underwriters

Marcy M. Buckner is the Vice President of Government Affairs with the National Association of Health Underwriters. In this role, Marcy mana Read More ges the association’s state government affairs team, including the monitoring of activities of all state legislatures, insurance departments, and intergovernmental organizations to coordinate efforts to advance the interests of professional health insurance producers.  Most recently her efforts have included the adoption of consumer protection legislation to regulate navigator entities in federally facilitated marketplace states, aiding state departments of insurance to apply for composite rating waivers from HHS, and assisting CMS in the development of the SHOP Early Access pilot program implemented this fall. Marcy is also NAHU’s liaison to the National Association of Insurance Commissioners, and serves as a member of the NAIC’s Consumer Information Subgroup task force preparing fact sheets and decision trees for state departments of insurance to aid in the application of health care reform. Marcy joined NAHU in April of 2012.  She received her Bachelor of Arts degree in Political Science and History from the College of Charleston in South Carolina, and her Juris Doctor from New England School of Law in Boston, Massachusetts.

Michael D. Cahill, President and CEO, Physicians Health Plan of Northern Indiana

Mike is the President and CEO of Physicians Health Plan of Northern Indiana.  Mike was the first CEO of the AWS Foundation after serving t Read More he previous decade at Tower Bank and Trust Company where he served as President and CEO.  He is also the Vice Chairman of the Board at Centier Bank, a family owned Indiana based bank headquartered in Merrillville, Indiana, as well as Lead Director at Benchmark Human Services, and a Director at Wayne Pipe and Supply. Mike is a board member of Greater Fort Wayne, Inc, and on the board of the AWS Foundation.  He serves on the board of Junior Achievement of Northern Indiana, the Community Transportation Network, Community Harvest Food Bank, and the Community Foundation of Greater Fort Wayne. Mike is a graduate of the University of Notre Dame with a Bachelor’s Degree in accounting.  He has been married for over 30 years to Mary, an extremely tolerant and beautiful woman, and has four children and three granddaughters.

Tim Davie, VP, Environment of Care, Lutheran Health Network

Tim Davie is a 27 year veteran of the Fort Wayne Fire Department, and for 7 of those years, he served as the City of Fort Wayne Fire Chief Read More and the Allen County Public Safety Director.  He currently serves as the VP of Environment of Care for Lutheran Health Network.  Tim is the Lutheran Hospital Bioterrorism Preparedness Planning Coordinator for Homeland Security District 3, and he assisted in the development of the Northeast Indiana Public Safety Academy.  He currently serves as the Board Chair for the City of Fort Wayne Board of Public Safety and the Chairman for the District 3 Hospital Preparedness Planning Committee.  He is a member of the Allen County Local Emergency Planning Committee, the Allen County Emergency Management Advisory Council, the African American Healthcare Alliance, and the Mad Anthonys Children’s Hope House Board of Directors. Tim received his Bachelor of Science, Cum Laude, in Business Management from Indiana Wesleyan University.


Keven Linker, VP of Informatics and Provider Contracting, Physicians Health Plan of Northern Indiana

Keven Linker is the VP of Informatics and Provider Contracting at Physicians Health Plan of Northern Indiana.  With more than 28 years’ Read More experience in the actuarial field, Keven has held various positions throughout his career, providing him with in-depth exposure to a wide variety of insurance products and services. Keven works closely with PHP’s underwriting department to set appropriate rates for group insurance products.  He oversees the coordination of statistical data intended to identify corporate and industry performance patterns and trends, forecast approximate revenue and medical expense trends, and provides forecasts for the annual budgeting process. Keven earned his Bachelor of Science degree in Actuarial Science from Ball State University.  He is a member of the American Academy of Actuaries and is a Fellow of the Society of Actuaries.

Mike spent several years as the Manager of Compensation and Benefits for a large corporation, which provided him with a greater understanding of the day-to-day issues (both internal and external) facing employers and service providers. Mike also provides counsel to selling shareholders, employers, trustees, third-party administrators and fiduciary ESOP committees regarding the structure, installation, drafting and administration of ESOPs, as well as counsel on matters related to the governance, sale or acquisition of ESOP-owned companies.
